动词能不能直接放在句首？

比如说To prepare meetings and record minutes
record 前面需要加to吗？
能不能直接说Prepare前面不加TO
我对这个好像不太懂，能不能说的详细点

record前不用加，因为有表连接的and。而不定式to表目的，若去掉直接用原型则成了祈使句，语意就不同了。一般动词放于句首有以下几种形式：
1，不定式表目的，To reduce pollution,he has spent all his money.
2,动名词表主动或进行，catching the bird,the cat seems satisfied.
3,祈使句，get up,or,you will be late!
