Linguistic competence refers to something about language.
Communicative competence have something to do with the ability of the communication with people.One man can have a good linguistic competence,however his communicative competence is pool.

communication- have good communication skills

competence is the ideal user's knowledge of the rules of the language,and performance the actual realization of this knowledge in linguistic communication.
