Where have you been recently?
I ____ in Beijing on business for a week last month.
这里使用过去时（was）吗？为什么不用现在完成时呢？
为什么不用考虑问答一致，就像Do you。。。？用Yes,I do.回答

1. 因为答句中有了过去时间状语last month, 它只能与一般过去时连用, 而不能连用现在完成时.

2. 至于问句与答句时态不一致的在英语中多的是,如:
(1)Where do you live?--I'm now living in the countryside with my cousin.

(2) Where is your mother?--She has gone to the supermarket.

用was 因为这里 be in结构表示一种状态。而且后面有明确的表示过去的词组last month。
