中国服装出口与绿色贸易壁垒

摘要：绿色贸易壁垒作为国际贸易中非关税贸易壁垒重要的组成部分，在国际贸易中将发挥越来越重要的作用。生态纺织品及其消费将主导国际纺织品贸易的新潮流，发达国家有关法令规定，销售和进口纺织品需通过有害物质检测，这给纺织品输出国带来了很大的冲击。本文从研究中国服装出口的现状入手，分析全球化下中国服装出口所面临的问题，以及不足；阐明中国服装出口优势；重点研究创新能力、环境保护意识不足对中国服装出口的影响，并提出相应的策略。中国服装行业环保技术和措施不健全。现在中国纺织品从原料到制成品的整个生产过程及废弃物的处理，没有考虑对周边环境和人体健康的影响。特别是印染行业的设备和技术落后，导致环境污染更为严重。环保法规和标准不完善。目前中国的纺织品检测标准与国外有很大差别，尤其是对产品有害物质的检测还没有形成规定。再加上环保意识和观念淡薄。中国纺织品服装企业面对席卷世界的绿色消费浪潮缺乏敏锐性，对于生态纺织品的标准和概念还处于被动接受状态，还没有意识到环保的重要性和紧迫性。中国加入WTO以后，虽然困扰中国纺织品服装出口多年的关税、配额等贸易障碍有望消除，但支撑中国纺织业大国的劳动力优势将有所减弱。特别是近年来一些发达国家凭借其在技术方面的优势，通过立法或制定严格的标准等手段，设置的一系列绿色壁垒障碍限制产品进口。因此，中国服装企业应重新认识生态纺织品的重要性，重新考虑在劳动力优势减弱的情况下如何继续保持纺织大国出口的优势。有人预言，今后“绿色壁垒”将成为发展中国家产品出口的最大非关税贸易壁垒。绿色消费的浪潮将对中国服装业提出更严峻的挑战。
