本文就国有资产的涵义及分类作了简单介绍，揭示了国企改制中国有资产流失现状，分析了经营性国有资产流失和非经营性国有资产流失的途径，详细的剖析了导致国有资产流失的四个主要原因。最后着重从建立科学的国有资产监管体制，提高管理质量和水平，健全国有资产法律法规体系，健立完善监管保全机制等方面，提出了防治国有资产流失的有效措施。
