你这句话的“says”我觉得应该用过去式较恰当。而后就是“'s”由于是完成时，构成部分是“have/has done”，arrived是过去分词，毫无疑问省略部分应该是has
1,因为都是完成时,都是做完的动作
2,省略了has,因为后面arrived是过去时态,主语是他,不可能是被动式的,而前面是says是现在时态,而just表示完成,所以省略了has
