look at 对着...看,凝视,注视
look into 窥视, 浏览, 观察/调查

Look at the blackboard 看着黑板

look into意思比较多

1)核对,调查
Could you look into it? 你能否核对以下?
They will look into the matter.他们将调查此事

2)窥视Look into a mirror 照镜子(透过镜子看自己)
3)浏览look into the paper 阅读论文

区别:
look at the window 看着窗户
look into the window 透过窗户看进去

look into 调查,观察

look at 强调动作
