在当前我国深化农村金融改革，国家宏观调控和行业监管部门对农村金融的监管和服务弱化问题日益突出。一方面中央银行对农村金融的服务职能弱化，农村金融生态环境建设工作还不深入。另一方面新型农村金融市场的规范竞争秩序有待形成，农村金融机构现金供需矛盾亟待解决等。突破监管与服务困局，构建与农村金融发展相适应的金融监管体系，对有效防范金融风险，具有深远的意义。
构建统一协调、分工负责的农村金融监管运行体系结合农村金融市场发展趋势，亟待做好以下三方面工作：
探索针对农村金融发展实际的差别监管模式和风险监控体系。一是在经济发展水平较低的中西部地区，结合金融业建立与现阶段经济发展和金融监管水平相适应的分业监管体系。二是在金融创新水平和经济发展水平较高的东部沿海发达地区，适应金融由分业经营向混业经营发展的形势，积极探索混业监管模式。三是尽快建立有效的风险识别和监控系统。
构建针对农村金融体系的多元监管服务体系。一是赋予地方政府部分监管权，参与金融机构从准入、运营到退出的全程监管，并承担一定的风险化解责任和监管成本。二是人民银行根据履行央行职责需要，行使对农村金融机构的监管权。三是金融监管机构要按照分业监管原则，加强对农村金融机构的监督管理。四是加快建立存款保险类机构，构建完整的农村金融监管体系。
构建以政府为主导的金融监管协作体系。实行分业监管模式，赋予政府对各监管机构的统一协调权，以金融监管联席会议制度等形式，确保农村金融监管的畅通和有效。
构建农村金融市场稳健发展的外部服务支撑体系结合当前农村金融发展中存在的问题，针对农村金融的服务体系建设应做好四个方面工作：
充分发挥“窗口指导”和工具引导作用，构建稳步推进农村金融改革的服务体系。一是基层人民银行应协同银监部门做好央行专项票据兑付考核工作。二是加大对“三农”的信贷支持力度。三是加快农村信贷产品创新，丰富农村金融产品。
