请问：两句中的介词为何用to、for而不能用其他？请帮忙解释.

to,for都有到达某目的地的意思,fly to是习惯用法,sail后可用for,也可用to.第二句中的for也可用to代替.但set sail for是固定用法,意为启航去......
1.the birds are flying (to)the top of the mountain.
用别的都不通哇,向山顶飞去
2.the big and white ship is sailing (for) Zhuhai.
为了……而航行，一直都这样用
应该是后面是名词吧
