3·当从句是客观真理、谚语、格言时，无论主句是何种时态，从句都使用一般现在时。
综上所述，故后者是正确的。

宾语从句无论在何种情况下语序都是倒装的（陈述句语序），毋庸置疑！我认为绝无特例。
