对not have done不知道是什么语法

这样一题,我不懂.
( )a reply, he decided to write again.
a. not having received
b. having not received
我选b了,但答案是a,不知道为什么?

not having received a reply 这一句在整个句子中起到了分词作状语的作用。
所以have done 这里是分词作状语，而这种句式表否定时not要放在前面

not have done
现在完成时的否定形式

having received 收到
not having received 没收到

动名词的否定， 都是在前面加not
