there be 是存在句的统称
there have been 是存在句的完成时态

这有啥不好区分的

根本就没有 there have 这个用法 过去没有 现在没有 将来也没有

这个是中国式英语

只有there be这个句型~~固定的，表示有

there have 就算有搭配也不是有的意思
