定语从句中the time 后用that的情况？

好象是先行词在从句中做状语像The time when we study is from 7pm to 8pm
像楼上的the time that we wasted so easy is valuable 先行词是在从句中做宾语也就是we wasted the time 因此用THAT
应该是这样吧

如果整个句子是完整的，不缺成分，那么不用that ，用when。
但是如果句子却成分，如主语，宾语或其他可由名词性短语充当的成分，那么就用that
