什么情形下to后面加be？

我知道to be是动词不定式，可是要怎么知道to后面要加的是系动词（确切地说就是be 原型），而不是行为动词呢？

to be+名词/形容词/介词短语 例如,
1.He seems to be sad.
2.They want to be teachers in the future.
3.My son likes to be in the countryside.

be +名词 / +形容词

to be 是表示被动时用的。

to be 是动词不定式的被动语态
The conference was to be held the next day.

成为什么.加名词或者形容词都可以。例如，to be a good person .to be honest.
