行政管理工作如同其它管理工作一样，需要投入大量的人力、物力、财力和时间，这些因素就构成了行政管理的成本，所以行政管理工作投入了一定的成本，一般来说也就会取得相应的效益。制约行政绩效的因素有四方面：一是行政环境因素对行政绩效的制约，二是行政体制因素对行政绩效的制约，三是公务员素质对行政绩效的制约，四是行政绩效管理的制约因素，为此作者提出了克服制约行政绩效因素的有效途径。一是改革和创新经济体制、政治体制，强化法治政府的行政理念，为提高行政绩效创造一个良好的行政环境，二是不断改革行政体制，进行政府的运行机制创新，做到决策、执行和监督相协调，以提高行政绩效。三是提高行政绩效，必须建设高素质的公务员队伍。四是建立和健全良好的行政绩效评估体系，完善行政绩效管理制度，提高行政绩效水平。
