没有too……not to的搭配
前者的意思是，怎么样都不够，不过分

not too good to do sth:不是很擅长以至于不能做什么...
too bad to do sth:太差了,以至于不能做什么

EGS:
you are not too smart to get a high score.
你不怎么聪明所以不怎么能拿到高分

you are too young to carry this box.
你太年轻了,不可能搬得到那个盒子.

too...not to 是“太...不能不...”的意思
