继2000年我国年轻钢琴选手李云迪在世界最高钢琴赛事“波兰肖邦国际钢琴比赛”上一举获得金牌（完全是由我国著名钢琴教育家但昭义一手培养）以后，我国的音乐教育，特别是钢琴教育在国际上获得了前所未有的良好声誉。接连而来的中国年轻钢琴家郎朗的演奏风采更是令世界为之倾倒。但在音乐创作方面，尽管有谭盾、贾达群等知名作曲家创作出了一些国际知名的乐曲，但与世界音乐创作相比还有一定的差距。究其原因，这与我国的音乐创作高高在上，脱离基础教育，且披上一层“神秘的外衣”，使许多人望而却步有很大的关系。因此，只有扎根基础教育，培养出更多具有音乐素养的人，使懂得音乐和创作的基数变大，成就未来伟大音乐家和作曲家的几率也就会越大。
本论文正是基于这样的理想和发展方向，提出在基础教育阶段实施音乐创作教学，并从我国音乐创作现状，影响我国音乐创作的因素，基础教育阶段学生的心理生理特点，当今社会经济文化等方面对这一论题的可行性展开研究，突破音乐创作高高在上、不可企及的“神秘面纱”，使之接近学生的生活，接近学生的创作实际。强调音乐创作从小做起，从基础做起，振兴民族音乐。是我国在世界音乐之林中出现强有力的作曲家群体和音乐创作大师级的人物。为树立我国的国际形象和文化大国形象做出一份应有的贡献。
