在英语中为什么不能用the happy表示幸福的人？

在英语中，the+形容词能够表示一类人，比如the rich:富人，the poor:穷人，不过书上说幸福的人不能说the happy,聪明人也不能说the intelligent，只能说happy people和intelligent people,这是为什么？

这是因为英语的惯常用法，而且当我们说rich，poor，之类的，我们指的当然是人，别的事物是不会有 有钱没钱之分的
但书上说的也不全对，英语不是这样死板的
举个例子 - on this day of the country‘s independence，all the people
rejoice and hail the freedom，the rich and the poor，the happy and the sad，the intelligent and the stupid ，。。 all come together 。。。
这不就可以用了吗
