that能作表语吗？

不能
好像只能做代词 可以在句子里当宾语
像一楼说的
还可以做副词 相当very
比如
-Did you wash your new suit in hot water?
-Of course not.I am not that foolish.

that 不能做表语 他是代词，可以做宾语。

比如：
I like that。

Just do that。

做不成表语，他是个指示代词，但是其引导的的句子可以是表语从句
