一般是的
但是也有特殊比如
条件状语从句和时间状语从句用一般时态 表示将来
I will call as soon as he comes
we will not go out if it rains tomorrow

不一定要一致。一致还是不一致决定于你要表达的意思。

在英语中，从句谓语动词的时态有时和主句的谓语动词一致，有时不一致。
如:(1）在宾语从句中，I don't know whether he will come to see me.
（2)在定语从句中，I can remember the factory that we visited yesterday.
(3).在状语从句中，Idon't know the man because I haven't seen him before.等等。

不一定。有时表示真理性的，经常性，习惯性的表述在直接引语变成宾语从句中不会发生时态变化。还有条件状语从句中可是是过去条件，现在结果，或将要发生的结果。
