摘要：墨西哥政治分散化趋势为在州层面进行增长管理规划控制提供了条件，在通过了新的州规划法后这种现象更为明显。研究重点是墨西哥州层面的规划政策制定过程及其发展经历的4个阶段。

Abstract: Decentralization of Mexican politics has set an optimal arena for the emergence of the state government level as a key actor in the planning process for managing urban growth. As the Mexican states’ legislatures pass new planning laws, this is increasingly evident. The author presents study focus on the process of policy-making for planning at the state government level and the four phases of policy-making process in Mexico.
