为什么句子中的第2个to不是of

第一个to是固定用法。根据什么。。。。

我觉得第二个用of也是可以的。
用to是 对。。。什么的意思。也可以说得过去。

在英语中，作为介词，有很多是可以变用的，有的固定下来，就不能变了。
