New Zealand lies off the eastern coast of Australia.
为什么俩个同样表示离……有距离，不接壤时一个用off 一个用to？

可以是New Zealand lies to Australia.
to表示不接壤，off有远离的意思，而且一般是海上的

to 表隔海相望
off the coast 沿着...的海岸线

to 表示 两方不接壤
off 的本意 在。。。。。的海上 （两者有一定距离）
