A和B中选what毫无疑问是对的，那么选A是否可以呢？

as引导从句它本身只能做修饰语，不做主干成分。这里如果原句改成：
You can see the city is not ______ it used to be.
选as就是对的了。

选A的话，后面的表语从句缺主语

is 后边缺宾语 used前面缺主语只有what能做到

is 后面接表语，used 前面接主语，只有具有名词性质的 what 可以起到这作用

选C
既缺主语又缺be的表语有that呀
