2）indifference to是连着的，意为对。。。漠不关心，suffering outside our borders是我们国界以外的苦难。
3）upon==on 在which引导的从句里，upon本来是跟在relies后面的，rely upon，on在这个定语从句中被前置了。
4）我们应对他们的工具手段是新的。能讲通，用indicator，我们应对他们的指示器是新的。。。。有点别扭呗
