D...一句话只有一个谓语动词，之前run ，has run，be runing 都不对...

A是正确的。food supplies被用完了，而不是正在用完runing out。
the man killed last night is his brother.

这不是一个完整句，大概做条件状语之类的。
with作了这个状语的介词，介词后面自然跟名词和名词词性的动名词啦～
running out 原型 run out，意思是 消耗完。
