关于网速很慢的问题

家里的宽带是ADSL的（网通的），下载的时候有时挺快，但是有的时候一下子从100多降到了10几，慢的很，甚至有的时候进网页要很多次才能进去，右下角那个宽带连接的属性，收到才70000+，但是发送却有1200000+，这是怎么回事，有没有什么办法能够解决的？越详细越好啊！
