非省略句是不能没有谓语动词的，但是省略句除外。
完整的回答应该是I am working in In a company<located in>the center of my home town . 由于省略了主语和谓语就是In a company<located in>the center of my home town ， 因而当然不能使用is located in了，因为一个句子是不可能有两个谓语动词的。
短语是很短的一段话，句子是一句话。
