I. INTRODUCTION
As the rapid development of the economic globalization
and the information technology, great changes have taken
place in the enterprise environment. At the same time, the
virtual enterprises and the cooperation across industry,
across region and across the national developing quickly
make the human resources of the enterprise take place
important changes. How to employ knowledge employee and
steer the available supervision to them in the global range,
which is the challenge to the human resources management
who has to be face in the future.[1] The traditional business
human resources management pattern has not accord with
the change of the enterprises’ conditions already.
