本论文首先通过对电信产业的发展现状以及存在的问题，从多角度分析了我国服务贸易的发展趋势以及与发达国家之间的差距。根据服务贸易产业的自身特点国家应采取的切实有效的措施。国家通过不断完善服务贸易的基本法律，增强法律的可操作性。同时要更新服务贸易的观念；实现服务业增长方式的转变。保持和促进原有优势产业，同时优化产业结构，寻找新的增长点，创新服务贸易未识领域。国家更应该适应全球经济一体化的趋势，有步骤的推进服务贸易自由化。服务贸易的持续稳定发展才能保证国家经济健康快速的发展。
本论文在分析了我国加入世贸后存在的问题之后，并认真解析了存在这些问题的原因，从而指出服务贸易产业调整具有的重大意义，并对我国服务贸易体制的改革提出行之有效的建议。
