摘 要
目前，我国广大农村地区仍然普遍沿用改革开放初期所创立的家庭土地联产承包经营方式。但随着社会经济的发展和经济结构的调整。这种土地经营方式已逐步暴露出不足和不适应性，阻碍了农村生产力的发展，影响了农民脱贫致富奔小康进程，必须进行更大力度的改革。随着社会经济的发展，如何让实现土地适度规模经营是一种必然的研究方向，同时，不能孤立地研究这一过程，要重点关注如何结合城市化和机械化的发展，形成一种有效的实施推进机制，加快推进土地使用权的流转，通过发展农村经济和逐步建立农村社会保障制度来弱化附加在土地上的社会保障功能，实现土地资源的优化配制，强化政策的调控作用，借鉴发达国家的经验，逐步改变现有的土地分散经营方式，实现适度规模经营。

Abstract
At present,the majority of rural areas of our country still widely continue to use the contracted operation manner of the family land joint production which was created in the initial period of reform and opening.However,as socio-economic development and the economic restructuring,such an operation has exposed gradually its inadequacy and non-adaptiving,which impedes the development of rural productivity,and influence the process for the peasant to get rid of poverty and live a well-off life,so it needs more greater efforts for reform.As socio-economic development,how to implement an operation with appropriate scale for land becomes an necessary research direction,and at the same time,such a process cannot be studied isolatedly,but it need focus on how to combine the development of urbanization and mechanization,which forms an effective implemented and promoted mechanism to accelerate the
