统筹城乡发展是解决“三农”问题的根本途径，而建设社会主义新农村是缩小城乡差距，促进城乡二元结构转变，实现城乡良性互动和协调发展的具体体现。但建设社会主义新农村是个复杂、艰巨、渐进的系统工程，解决其中“三农”问题亦不是朝夕之间可以完成的，所以这就需要政府财政更多的关注和大力支持。公共财政是实现农业、农村全面协调发展的重要物质基础和体制保障，是国家和各级政府履行职能的政策工具和管理手段，在建设新农村的实践中担负着重大的历史责任，支持新农村建设是公共财政职责的所在。正是基于这一现实情况，本文研究支持新农村建设的财政政策将具有一定的理论和实践意义。

本文首先阐述了当前建设社会主义新农村的形势和背景，其后对公共财政的基本理论及其与我国新农村建设的关系进行了分析。然后重点对我国公共财政支持新农村建设的现状进行了较为深入的分析，并在此基础上得出了目前财政政策中存在的问题和困难。最后结合前面的分析从我国实际情况出发，提出了促进新农村建设的国际经验借鉴和具体的财政政策建议。
