可不可以换成 no matter how 为什么

我也认为应该是no matter what the condition is; what 作is 的表语，所以不可以用how 代替

how是修饰程度的
要么 No matter what the condition is,
要么 No matter how difficult/hard/tough…（形容词） the condition is

应该是No matter what the condition is
