The most important thing about parliament is that legislation is passed fairly. In theory, the Legislative branch makes up the laws based off of ideas constructed by the House of Representatives. These laws are then passed to the Judicial branch, where they then evaluate the laws to see if they are reasonable or unconstitutional. When the overall laws have been reviewed and they don't pose problems to individual freedom and liberty, it will be passed to the senate to be reviewed and voted on, and the president will be last stage as he has the right veto the proposition. After the law has been officially passsed by all the branches, the executive branch then carries the law out and makes sure it's abided by the citizens of the United States.
