The mining town of Fuxin in northeastern China has had open-pit mining for the last few years. Now, the city is feeling the effects of pollution caused by the mining.

Mayor Pan Liguo, who is also a deputy to the country's top legislature, describes the severe conditions that the city currently faces.

"The ecological and social costs accumulate as time advances. Low efficiency causes devastation and the over-exploitation of the environment."
