Sorry to tell you that this version of windows vista doesn't have the effect you said.But the the higher version ,such as premium,ultimate and so on,has the effect you want.So you should change the version if you want to own the effcet.My coputer was installed vista basic and there was not any effect of vista---aero,dreamsreen,then I changed it into ultimate.Haha,I have all the effect I want now.

打开Aero特效，就可以了
1，右键菜单——个性化——窗口选项里打开
2，用优化工具，比如windows优化大师，或者vista优化大师，可以强制打开Aero特效！
