目前，中国对贫困地区的扶持与帮助往往采取的是直接资金支持等方式，在很多地区不但没有达到扶贫的目的，反而出现了越扶持越贫穷的情况。我们分析认为，这是由于这种扶贫方式在一定程度上让生产者失去了脱贫主动性。同时由于个体生产者处于弱势地位，没有与市场平等对话的权利，市场竞争力弱，生产收入被中间商剥削。我们希望通过建立农村合作社的方式，把生产者组织起来，一方面帮助处于弱势地位的生产者应对市场经济的挑战，增加生产者适应市场竞争，另一方面，有效规避和分担生产和市场风险，从而达到稳定生产、稳定经营和获得稳定收益的目的。以此调动贫困地区生产者脱贫主动性积极性，使他们能自我脱贫，并实现生计持续性。
