也应该算吧，不过这样的用法，我想后面应该有并列的下文，there is ice-cream man, there is ***,there is ***.表示某地（或当时）有什么东西来描述场面或情况。单个一句有点怪
应该是，不过我觉得你的句子少了一个冠词，应该是there is an ice cream man.
