（一）侦查工作面临的新问题
社会转型时期的社会失范，出现风气变坏、官员腐败、社会不公、思想空虚、生活困难等现象，导致犯罪上升。
1、刑事犯罪总量增加，整体态势趋于严峻
数量上升、质量提高、损失增大——犯罪升级
2、危害国家安全的犯罪呈现新特点

3、获取证据困难，影响办案质量；
