而第二句后面并没有说到原因

第二句是定语从句 由which that这些词引导
我告诉你 你看why在从句中是否充当某成分 如第一句中why无实义 而在定语从句中why会作宾语或其他成分
1.The reason（ why he complained ）was （that the service of the shop was too bad）
第一个括号内是定语从句，修饰reason,"他为什么抱怨的原因";抱怨是不及物动词，不带宾语。
第二个括号内是表语从句。"他为什么抱怨的原因是此店的服务太差"

=this is the reason (that he explained at the meeting....)
括号内是定语从句修饰the reason, explane 是及物动词，要有宾语，reason做它的宾语，（explain the reason 解释的原因）
第一题的结构是the reason why...is that....此句中 why he complained 是定语从句，而且why在从句中做原因状语
但是在第二题中，the reason 是先行词，且在定语从句中做explain的宾语 所以只能选that 不能用why
