为什么英文Window Vista电脑下载中文软件会出现乱码,高分求解决`

我需要的是详细的解决办法

做以下设置：
control panel-clock language and region-把fomat、location、还有administrative 下面的current language for non-unicode prigrams 都变成china或者chinese
然后重新启动

用中文版的VISTA重装
