华为2831路由器 针对ip地址的限速

我要针对不同的IP段实行不同的速率，比如192.168.0.0段限速1M，192.168.1.0段限速2M，192.168.2.0段限速4M，我曾经分别创建过3个acl应用在E0/1端口上，好像只有一个acl起作用！

能否给我一个详细的配置，不胜感激！

acl number 3100
rule 1 permit ip destination 192.168.0.0 0.0.0.255
acl number 3101
rule 1 permit ip destination 192.168.10.0 0.0.0.255
acl number 3102
rule 1 permit ip destination 192.168.2.0 0.0.0.255

qos car inbound acl 3100 cir 8000 (kbps)
qos car inbound acl 3100 cir 16000 (kbps)
qos car inbound acl 3100 cir 32000 (kbps)

2831路由的cir颗粒我不知道多少 在cir 后面跟？查看它的单位多少 进行换算。
如果控制下载 就必须是 acl 源any 目的为内网网段 且在外网口in方向

如果控制上传 就是 acl 源内网 目的为any 且在外网口 out方向
