谓语动词 怎么是单数? 后面不是13亿么，那就是复数啊？

我怎么认为，主语是 population of 1.3 billion 呢。呵呵。
也许我理解错了。
是不是 因为 前面是 a population of 才用单数了，毕竟有个 a 么。呵呵。
a population of 和the number of 的用法是一样的，翻译过来是。。。人口的数量，这个数量只有一个，所以用单数。同理，the number of翻译过来是。。。的数量，也用单数。
