it doesn't matter 是多用在回答别人向你道歉的时候，比如，Tom：I'm so sorry for that. Lily:It doesn't matter/It's OK.
Thank you all the same 多用在你向别人求助或者询问但别人无法帮到你时你所表达的感谢。
ex：
Tom:Excuse me ,could you tell me how can I get to this place ?(请问这个地方怎么去？)
Lily:I'm sorry ,I'm a stranger too.（对不起，我对这里也很陌生。）
Tom:Thank you all the same .（还是谢谢你。）

it doesn't matter没关系(做错了什么事情，说对不起了，就可以那样回答）
Thank you all the same仍然很感谢你（这个是帮忙了，但是没有帮别人解决问题，还是很感谢，可以那样回答）
其实通过中文意思可以理解的

意思不一样啊！

第一句是这没什麽 是别人得到帮助后对你说谢谢时你的回答，第二句是不管怎样仍然谢谢你是你没有帮别人完成愿望时别人的回答 例Thank you . it doesn't matter sorry,I can't help you it doesn't matter

意思不一样啊~ 一个是没关系的意思，一个是依然谢谢你的意思，用在哪就看对方怎么说咯 这都不懂学什么英语啊 ~
