UC知道使用struts2报404错误

我使用eclipse3.5 部署用struts2做的应用到tomcat6上，运行index.jsp时总是报404错误，而tomcat启动正常，但当我把filter这段代码拿走就好了，加上就报错
HTTP Status 404
type Status report
description The requested resource () is not available.
补充：我在WEB-INF/lib中加入了五个包struts2-core.jar，xwork.jar，ognl.jar，freemarker.jar，commons-logging.jar
急需解决……
