后半句没明白，based on ，built怎么能放在一起用，希望改成正常的句子，不用定语从句的形式

后半句是非限定性定语从句，修饰的是前面的merit；在这个非限定性定语从句中，which所指代的merit是状语based on这个介词短语的宾语，而which又必须放在句子的开头部分起引导作用，所以就只能使用原题的结构。
