Does he have relatives here?是正确的
一般陈述句是 He has relatives here. 这里的动词根据主语变成第三人称单数的has 如果是疑问句当然也要用助动词do的三单形式does来提问 但是此时动词就是不必再变了 也就是只需要变一个

has 三单一（第三人称单数）
have 原型咯
had 是过去时态的
He had a nice weekend. 他周末度的很愉快(那么现在已经是新的一周了)

这个句子很搞笑 确是如一楼所言 看不懂
但是莎士比亚有句话 Friend or foe? (是朋友还是敌人)
省略了 Is he a friend or foe? 或者 Are you a friend (of mine) or foe(against me)?
所以 Are you friends? (试探性询问)对方是不是朋友。。。这个实在很弱智的题目（我的意思是这个出题者很NC）
因为 没有人会这么问呀。。。
当然也不排除一楼的 Are they your friends?

如果是Are you friends? = Are you (my) friends?
Yes, we are.(双方要握手了)
No, we aren't.(要开打了)
如果是Are they your friends?（他们是你朋友吗？）
Yes, they are.
No, they aren't.
