一楼的说法正确。“香港有海洋公园”，HONG KONG has Ocean Park 这明显是中式英语，英语不是这样说的。“香港”是一个地名，不能作为主语去 "has" (拥有)什么东西。

或者 There is an Ocean park which locates in HK.
用locate in 也可
