因为有necessity，所以用虚拟语气，可以同it's necessary that……对比记忆，后者也是用虚拟语气。
至于被动语态，是因为objectives是take into acccount的宾语，实际上是说sb.应当将所要达成的全部目标考虑在内，所以用被动语态。而且从语法上看，如果用主动语态的话，take into account这个及物动词短语就没有宾语了。
