Under what circumstances would a user be better of using a time-sharing system, rather than a personal computer or single-user workstation?

if there are many users working on one server such as unix or database, especially ,user just having a single terminal without harddisc ,they sharing the resource and the information , a time-sharing system will be more favorate to a user. actually, a library-management system is a good example.
